I do not know were to turn. I had just finished paying off our winter electric and heat and had to pay a large lump sum at the end to prevent them from shutting me off, for I have to babys here and now did not have enough to pay the water bill of 161.50 so now they are shutting me off on the 2oth and I found that the community action is broke.. I hate asking for help, but for the babys I just do not know what to do
